PRODUCTION BY MASSES INSTEAD OF MASS PRODUCTION.
This has been clarified in the preceding paragraph. In all the processes of production, the first priority should be to cottage industries, then small scale industries and then medium scale industries. In rarely exceptional cases only, we have to resort to heavy industry. This should be industrial policy. The present industrial policy is clearly to exploit 100 crore people. Entire exploitation of the present age is through big industries. So every big industry is essentially associated with big exploiting power. So real way is to abolish big industries. Moreover, as big industries produce mass production at one place, the structure of big industries does require transport web spread throughout the country. Decentralized production is in every village and consumption is also there. So minimum transport is required. This is biggest benefit. More is the transport, more is the exploitation. Whatever you spend on transport, it is a wastage of resources because transport itself does not add any happiness to the people. On the contrary, happiness does decrease due to transport.
If big industries are decentralized into lakhs of cottage industries, millions of people will get self employment i.e. they will be their own masters. They will be no more employees. So wealth is distributed among millions of people evenly. At present, 700 textile spinning mills hardly employ 7 Lakhs workers. As production in big industries is through costly automatic machinery, their owners tendency is to employ minimum of workers. So in the production cost, salary to the workers constitute a very small fraction. While interest on capital and depreciation constitute a very big fraction in the production cost. This amount of interest and depreciation goes to the capitalist and rich people. If this entire textile industry is decentralized into half million villages, about one crore families will own their own small production units having some activity of spinning, weaving or related to it in their homes. They will not go elsewhere for jobs. They will work in their homes as per their own desire. In this system of decentralized production, earning of livelihood for crores of people becomes the major fraction in the total production cost of the cloth. In totally decentralizaed production, balance of cost and prices are automatically so adjusted that depreciation and interest on simple cheap machines has not to be accounted for at all. Only earning the subsistence will be the production cost. Thus, the creation of wealth is distributed among crores of people evenly. So there is a strong reason for making production through cottage industries instead of big industries.
